Handwork of an Earlier Generation

This is a detail of a kind of a gauze shawl/collar that is on an early papier mache doll with an Apollo's knot hairstyle. When I was a girl I liked to do crewel work and embroidery. I haven't done much since then. But I'm wondering how they did the scrolled edge - did they use a chain stitch and then cut right next to it? Or did they cut and then do the edging? What do you think?

Here are some photos of the 20" tall doll...

Who wouldn't feel beautiful wearing a shawl collar like that?
Isn't she pretty and sweet?
